Security Assessment

The Cincinnatus partnership collectively offers decades of experience in comprehensive security audit and assessment for a wide variety of clientele, both foreign and domestic. We employ the highest standards of best practices and methodologies and keep current with new developments in the field. Select accomplishments demonstrating our collective experience in the area of assessment include the following:

  • Developed the US Army and Department of Defense policies on risk assessment
  • Assessed security measures and risks at air cargo facilities at major US airports
  • Performed comprehensive security risk assessment for Philadelphia Regional Port Authority
  • Provided risk assessment and security audits to the ports of Aruba and Curacao; Buenaventura and Cartagena, Colombia; Rotterdam, Netherlands; as well as ports in Brooklyn, New York, and Wilmington, Delaware
  • Performed risk assessment and vulnerability analysis for the Burlington County, NJ Bridge Commission (eight bridges and related infrastructure)
  • Performed transportation risk assessment and vulnerability analysis for the Republic of Korea (over 850 bridges and tunnels)
  • Performed risk/vulnerability assessment for the Delaware River and Bay ports and shipping traffic 
  • Provided risk assessment to the ports of Wilmington, DE; Red Hook, NJ; Brooklyn, NY, and the Kvaerner Philadelphia Shipyard. 
  • Assessed transportation security plans for the movement of nuclear warheads in Europe. 
  • Assessed transportation security plans for the 1988 Summer Olympics in Seoul, Korea.
  • Performed risk assessment for the Pan-American Highway in the Republic of Panama. 
  • Performed risk assessment of the road network infrastructure (over 6,000 km) in Venezuela for Warner-Lambert's nation-wide operations.
  • Performed transportation operations risk assessment for Brazil, Mexico, and Netherlands operations for Compaq Computer. 
  • Assessed US Military support to transportation security plans for President Reagan's visit to Korea and President Bush's visit to Panama.

Security Planning, Communications and Implementation

Following upon Cincinnatus’ experience in security assessment is our background in developing all manner of security and risk mitigation plans, including strategic emergency communications, chain of command protocols, and overall project management and implementation services. A short list of select accomplishments are:

  • Developed US Army and Department of Defense policies on risk assessment; co-authored both the Army regulation and the Department of Defense pamphlet on the subject.
  • Developed the US Army and Department of Defense Policy on Terrorism Counteraction.
  • Developed the security policies for Fort Bragg, NC; Ft. Ord, CA; US Forces Korea; US Forces Panama.
  • Developed doctrine for US military special weapons and tactics teams for responding to terrorism incidents on US military bases. 
  • Author of US Department of Defense Physical Security Manual.
  • Authored procedures and plans of enforcement presently used by the US Coast Guard to insure ships and facilities comply with United States 2002 Maritime Transportation Security Act.
  • Developed policies and plans for transportation and supply chain security for worldwide operations of US Army Defense Logistics Agency.
  • Developed US Army Policy and training doctrine on: Terrorism Counteraction; Special Reaction Teams; Hostage Negotiation; Conventional Physical Security; Nuclear Security; Chemical Weapons Security; High Speed Evasive Driving for Terrorism Counteraction.
  • Advised the Korean National Police and the Republic of Korea Army on security and counter-terrorism issues prior to and during the 1988 Olympics.
  • Advised the Panamanian National Police in training and doctrinal matters at its inception.
  • Developed security procedures and policies for the worldwide shipments of high-value cargo (pharmaceuticals and high-technology products) for multi-national corporations.
  • Managed project for the Seaport Security Program at the Philadelphia, Pennsylvania Regional Port Authority: performed initial security risk assessment, developed new security procedures and infrastructure, perform security audits and reviews of transportation security plans, provide advice and guidance to the Port Authority on security planning and related matters. 
  • Provided security advice and procedures for Philadelphia School District managers and local business groups relating to employee screening, and personal security checks.

Security Training

Complementing Cincinnatus’ security assessment, planning, communications and implementation services is our experience in training both professional security personnel and non-professional staff, such as administration, executive leadership, client tenants and residents, etc. Finally we have a substantial track record in developing exercises and security manuals for ongoing training, evaluation and updating of security policies and procedures. Our experience in these areas is evidenced through the following select accomplishments:

  • Conducted training for the Department of Defense on Security for Weapons of Mass Destruction.
  • Developed US Army Policy and training doctrine on: Terrorism Counteraction; Special Reaction Teams; Hostage Negotiation; Conventional Physical Security; Nuclear Security; Chemical Weapons Security; High Speed Evasive Driving for Terrorism Counteraction.
  • Served three years as the chief of the US Army Military Police School's weeklong course "Terrorism Counteraction on US Military Installations and Bases”.
  • Responsible for US Army Military Police training for hostage negotiations, terrorism counteraction, physical security and protective services.
  • Conducted counter-terrorism awareness exercises at the Philadelphia Regional Port.   
  • Trained Korean National Police and Republic of Korea Army personnel in security procedures for the 1988 Seoul Summers Olympics.
  • Served as Security programs instructor for Boeing, Northrop Grumman and Lockheed Martin training for airport security.  Implemented curricula and provided classroom, simulator, and real-world security training for major airports throughout the United States and its territories.
  • TSA-Certified to instruct, test and certify US Federal baggage screeners.
  • Served as adjunct faculty at US Merchant Marine Academy, teaching facility and vessel security programs.
  • Trained and developed the new Panamanian National Police Force over two years.
  • Developed training for the security forces at Philadelphia Regional Port.
  • Served as instructor and counselor at the FBI National Academy in Quantico, VA, which provides training to US and international law enforcement personnel.  Taught basic and advanced law enforcement techniques, including investigation, counter-terrorism, organized crime deterrence, transportation security.
  • Instructed US professional sports teams and league senior officials (presidents, commissioners) nationwide, in programs for crime prevention, improved security, and deterring organized crime influence.  Leagues included National Football league, National Hockey League, National Basketball Association and Major League Baseball.
  • As FBI-certified instructor for local US law enforcement agencies, provided training in surveillance, fraud investigations, crisis management, media relations, and post-traumatic stress disorder.
  • Experienced in military leadership and training from fire-team leader (four men) up to Brigade-level operations (4800 people) and commanding soldiers in combat through several wars. 

Select Projects

The partners of Cincinnatus Consulting LLC have performed vulnerability assessment, risk analysis and security plans for numerous government and quasi-government agencies and organizations.  These include port authorities that typically encompass multi-building complexes, bridges, tunnels and port infrastructure.  Select projects from the past three years include:

Philadelphia Regional Port Authority
Period of contract: Nov 2001 to present
Location: Philadelphia metropolitan area, Pennsylvania

Established a stakeholder security-planning group, developing vulnerability analysis standards, writing security plans, implementing recommendations for improvement throughout port, and auditing implemented plans, systems and procedures.  He successfully secured over $3 million in grant funding from the Transportation Security Administration (TSA) to fund infrastructure improvements.

Burlington County Bridge Commission (BCBC)
Period of contract: Feb 2005 to present
Location: Philadelphia metropolitan area, New Jersey

Conducted security and vulnerability assessments of bridges using guidelines established by the U.S. Department of Transportation, Federal Highway Administration (FHWA) and the American Association of State Highway and Transportation Officials (AASHTO). The assessment provided recommendations for improvements to existing structures, security systems and procedures and an overall enhancement to the existing BCBC Situation Awareness document for each site.

US Coast Guard Sector Delaware Bay
Period of contract: Nov 2001-present
Location: Philadelphia metropolitan area, New Jersey, Delaware

In close cooperation with the US Coast Guard, performed comprehensive emergency preparedness audits and reviews, including capabilities, needs and vulnerability assessments, review of existing plans, protocols and measures, and the creation of an integrated new Emergency Response Plan.

Little Egg Harbor Municipal Utilities Authority
Period of contract: June-August 2003
Location: Little Egg Harbor Township, New Jersey

Worked closely with local police, fire and other municipal departments to conduct security needs and vulnerability assessments for the Township, which included, auditing and addressing existing risk management plans, creating new emergency management plans for first responders and recommending emergency training, self-audit and update procedures for the plan.

The vulnerability assessment focused on the physical plants, personnel staffing system, communications systems, and information systems in use by the Authority. Outside vendors, as well as the storage and handling of chemicals used to treat water, were considered. Standard practices of physical security used as industry norms by the ASIS International, as well as those suggested by the EPA in their instructions to water distribution systems through their publication of guidelines on securing water systems and providing safe drinking water as required by US Public Law 107-188 were the standards used to assess the strengths and weaknesses of the Authority operations, and to test for vulnerabilities to known and postulated threats.

Southampton Township
Period of contract: March-April 2004
Location: Upper Southampton Township, Pennsylvania

American Stevedoring, Inc. (ASI)
Period of contract: 2004 to the present
Location: Philadelphia, Pennsylvania

Provided continuing security consulting services for the conduct and preparation of an operational audit of ASI’s compliance with its FSP (Facility Security Plan), and updated associated documentation as required under US Coast Guard regulations contained within federal regulation 33CFR105.415. Support was also provided for the development of procedures for response to Hazmat incidents.

TSA Training, Curriculum Development & Implementation
Period of contract: 2002 to the present
Location: nationwide

From 2002 to the present, developed all curricula for US Transportation Security Administration (TSA) training programs for management and ground personnel on airport security policies and procedures for Northrop Grumman’s TSA Training, Curriculum Development & Implementation (IT Division). These included passenger and baggage screening methods and technologies. Curricula for Explosives Detection Systems (EDS) and Explosive Trace Detection (ETD) were implemented at over 200 airports throughout the United States.  Northrop-Grumman delivered instructor training as well as deployment and implementation.
